Appellants sued in the District Court for the District of Columbia to enjoin the appellees, the Attorney General of the United States and the Director of the Federal Bureau of Investigation, from enforcing a warrant issued under 18 U.S.C. § 1073, Flight to Avoid Prosecution or Giving Testimony, commonly referred to as the Fugitive Felon Act. The warrants were issued in Louisiana against appellants Dawkins and Schoop for alleged flight from prosecution...
