Appellant City of Naples appeals to this Court from a final order entered by the Collier County Circuit Court declaring and adjudging Ordinances 1424 and 1429 of the City of Naples to be unconstitutional "for the reason that they are discriminatory, arbitrary and capricious".

The Ordinances in question are set out in the margin1 and2.
