MARUMOTO, Justice.

In a complaint filed in the first circuit court against the mayor of the city and county of Honolulu, its managing director, director of finance, and the director of parks and recreation, the city council sought a judgment mandating the defendants to comply with Resolution No. 436 (1969), and enjoining them from acting in any manner contrary to the resolution.
