In his complaint filed herein February 19, 1970, naming the City of Chesapeake, its nine members of City Council, the Director of the Bureau of Inspections and the Building Inspector as defendants, plaintiff seeks (a) an injunction prohibiting defendants, their servants, etc., from interfering with plaintiff's operation of his theatre, both temporarily and permanently, and (b) to determine that the Building Code...
