Ross R. Miller was charged with the crime of attempting to obtain a narcotic drug by fraud. At his arraignment before the Pierce County Superior Court on December 29, 1966, Miller entered a plea of guilty. He was represented at that time by retained counsel. He was adjudged guilty and sentenced to confinement in a penal institution for not more than 20 years. The sentence was suspended on the condition that Miller be confined for a period of 90 days...
