This is an action by plaintiffs as assignees of Vinton Hunnicott, doing business as H & L Construction Co. (H & L) against the Conejo Valley Sanitary Company (Conejo) and the City of Thousand Oaks (City), to recover the unpaid balance of a loan made by H & L to Conejo.
