Plaintiff-appellant, Practical Construction Co., filed suit against the Public Housing Administration under 28 U.S.C. § 1346 and the Granite City Housing Authority under 28 U.S.C. § 1332 to recover its cost of construction over and above the contract price. The suit against the Public Housing Administration, one of the defendants, was dismissed by the district court and no appeal was taken. The district court granted summary judgment...
