In this action brought under the Civil Rights Act,1 plaintiffs challenge a provision of the Maryland Constitution which they claim has denied them the right to vote. Pursuant to 28 U.S.C. § 2281, a three-judge court has properly been convened, and the case has been heard on the pleadings and stipulations of the parties.
