The right of the claimant to receive compensation is not in issue in this case, the question being the liability of the Special Fund. Section 25-a of the Workmen's Compensation Law provides that the Special Fund is liable to pay awards made upon the reopening of a previously closed case where the application is made after seven years from the date of injury and three years from the date of the last payment of compensation.
