This case comes before us on a petition for review of a deportation order.1

Respondent seeks affirmance on the ground, inter alia, that deportability is established by the facts set forth in the order to show cause issued November 17, 1967, and admitted by petitioner at the deportation hearing held that day. These facts are, simply, that petitioner is a national of China, who came to the United States...
