The appellants brought suit in the Circuit Court contesting the legality of the 1966 assessed valuation of a shopping center. Prior to that suit, they had sought reduction of the assessment by filing eighty-one separate petitions before the Dade County Commission sitting as the Board of Equalization. At the conclusion of the hearing before it, the Board of Equalization granted the request of the tax assessor...
