This appeal principally involves the rights of a riparian owner of land on navigable water in Cecil County to recover damages in the Circuit Court for Cecil County (Mackey, J.) resulting from an obstruction of access to those waters by a contractor with the United States Army Corps of Engineers (Army Engineers), an agency of the Government of the United States, engaged in the improvement of navigation in those waters...
