The subject of this certification1 is a new Statute, 11 Del.C. § 470, entitled "Purchase and Possession of Firearms by Certain Persons Prohibited."

Upon penalty of fine or imprisonment, the Statute prohibits any "person, having been convicted in this State or elsewhere of a felony or crime of violence" from owning, possessing, or controlling "any firearm or weapon...
