On May 28, 1968 the Governor of the Commonwealth of Pennsylvania issued his warrant reciting that Paul Barry West, also known as Henry Louis Poulin, Jr., had been indicted for several criminal offenses in Pennsylvania and that he had fled from that State and may have taken refuge in Maine. Accompanying the demand was a copy of the indictment in question which was declared authentic by the Governor, and supported by an affidavit of the District...
