This is an appeal from the district court's dismissal of a suit against the United States and Prudential Life Insurance Company. The suit arises from a dispute over the proceeds of insurance coverage on the life of a soldier, provided under a group policy purchased from Prudential by the Administrator of Veterans Affairs under the Servicemen's Group Life Insurance Act, 38 U.S.C. § 765 et seq.
