Plaintiff was employed as a bindery worker by the United States Government Printing Office (GPO). On September 3, 1964, plaintiff filed a complaint with the President's Committee on Equal Employment Opportunity, alleging that he had been discriminated against in promotion selection and, because of his physical condition, in the nature of the tasks assigned to him. The basis for this discrimination was allegedly plaintiff's national origin (Polish)...
