This is a direct appeal from the actions of appellee in adopting air pollution control regulations pursuant to the Air Quality Control Act enacted in 1967, being §§ 12-14-1 to 12-14-13, N.M.S.A. 1953 (Repl. Vol. 3, 1968). The appeal has been taken pursuant to the provisions of § 12-14-7(A) and (B), N.M.S.A. 1953 (Repl.
