A proceeding to inquire into the public necessity of a helicopter service in and between the metropolitan areas of Washington and Baltimore was begun by order of the Civil Aeronautics Board on August 29, 1966. Applications for certificates of public convenience and necessity were filed and processed. In due course a prehearing conference was held to properly frame the issues.
