The Attorney General brought an action on February 4, 1966, against Local 1 and Local 361 charging them with engaging in a "pattern or practice" of discrimination against Negroes on account of their race in violation of Title VII of the Civil Rights Act of 1964. 42 U.S.C. §§ 2000e to 2000e-15.2
