The plaintiff, Bruce Rajala, by his mother and next friend, filed an action in the Will County Circuit Court against the defendant, Joliet Grade School District No. 86, which in substance alleges a violation of the so-called "Armstrong Act" (1967 Ill Rev Stats c 122, § 10-21.3).
