T. Hammond Welsh, Jr., and Carlyle J. Lancaster (Trustees) are the substituted trustees under a deed of trust from James C. Conley & Co., Inc. (Conley) to the Riggs National Bank (Riggs). Conley was building an apartment complex known as "Barnaby Run Apartments, Section 3". The deed of trust covered the land where the complex was being built. Default...
