MEMORANDUM OPINION

GASCH, District Judge.

On February 19, 1968, the Electrical Board of the District of Columbia ordered a public hearing to consider certain alleged violations of the Electrical Licensing and Bonding Regulations by Donald Belsinger. On June 18, 1968, the Board made findings of fact and conclusions of law to the effect that Mr. Belsinger had committed the violations with which he was charged....
