This is a suit to disqualify the defendant as a candidate for the office of councilman of District "B" of the City of New Orleans on the ground that he lacks proper residence requirements.

For the reasons which will follow in due course, we are of the opinion that the dismissal of the plaintiff's suit by the trial court is correct and should be affirmed.

It is therefore ordered that the judgment appealed from is affirmed insofar as it maintains the exceptions...
