In this license suspension appeal, the facts have been stipulated by counsel.

On May 5, 1968, petitioner, being 17 years of age and the holder of a regular operator's license, was apprehended for operating a motor vehicle at a speed of 85 miles per hour in a 40-mile-per-hour speed zone.
