Plaintiff, Maricopa County, sought a writ of mandamus in the Superior Court to compel Dario Travaini, Director of the Water and Sewers Department of the City of Phoenix, to grant plaintiff a permit to connect with or tap into an existing sewer line owned and maintained by the City of Phoenix.
