Per Curiam.

This is an action challenging the constitutionality of Section 2113.81 of the Ohio Revised Code, commonly referred to as the `"Iron Curtain" statute. Jurisdiction of the Court is founded upon Title 28 U. S. Code A., Section 1331. The plaintiffs requested and were granted a three-judge panel under Title 28 U. S. Code A., Section 2281 to hear the issues in this case.
