Plaintiff, a citizen of the Republic of Colombia, on June 27, 1965, in Barranguilla, Colombia, signed on as a carpenter aboard the M. S. Cali, a ship registered under and pursuant to the laws of the Republic of Panama and which flew the Panamanian flag. Plaintiff signed off the vessel at Buenaventure, Colombia on April 11, 1967.
