The plaintiff, J. Allen Young, brought this action seeking injunctive relief and monetary damages alleging violations of Title 8 of the Civil Rights Act of 1968, 42 U.S.C. § 3601 et seq. (Supp. IV, 1968), and Article 45 of the Police Regulations of the District of Columbia.
