Memorandum Opinion
HENLEY, District Judge.
In October 1967 L. V. Haire, a Negro resident of Pulaski County, Arkansas, was found guilty of second degree murder of a Negro youth, Freddie Lee Jackson, by a jury in the Circuit Court of Pulaski County. He received a sentence of 21 years in the Penitentiary where he is now confined. The Supreme Court of Arkansas affirmed the conviction. Haire v. State, 245 Ark. 289,
