In the lower court the Alaska Transportation Commission instituted an action seeking injunctive relief against appellees.1 There the Commission alleged appellees were operating as contract carriers in violation of the Alaska Motor Freight Carrier Act "since they have neither sought nor have been granted operating permits."2 Relief...
