Plaintiffs, the father and mother of Kris A. Kercher, were the beneficiaries of a Servicemen's Group Life Insurance Policy issued on the life of Kris A. Kercher, a sailor in the United States Navy. Under the insurance scheme provided by 38 U.S.C.A. § 765 et seq., the Administrator of Veterans Affairs is the policyholder. It causes the premiums for the insurance to be deducted from the serviceman's pay...
