He asserts three grounds for relief: (1) he was under the influence of drugs and legally incompetent at the time of the commission of the crime; (2) he was "on withdrawal from drugs, and under medication being administered daily by medical officers of the (then) place of confinement" causing him to be mentally incompetent at the time of his guilty plea...
