On February 20, 1967, Miss Buckley filed with appellant Equal Employment Opportunity Commission a charge of discrimination against appellee. Specifically, Miss Buckley alleged that her employer had engaged in "discrimination in upgrading on the job; men doing the same job had corporate titles and higher salaries...
