Appellant, an inmate at the federal penitentiary in Leavenworth, Kansas, filed a habeas corpus petition in the district court seeking his release from detention. An order dismissing the petition without a hearing was appealed to this court and remanded for a hearing on the merits. Cotner v. Willingham, 387 F.2d 132 (10th Cir. 1967).
