This is an action brought by the Government to reduce to judgment the outstanding federal tax liabilities of the defendant-taxpayer, Melvin Pine, and to foreclose liens on the cash surrender value of insurance policies owned by Melvin Pine. The matter is now before the court on the Government's motion to transfer this action to the District Court for the Southern District of New York pursuant to § 1406(a)...
