The State of Tennessee on behalf of George Haggard, Jr., et al., adult, voting, citizens of Morristown, Hamblen County, Tennessee, petitioned the Circuit Court for a writ of mandamus ordering the Hamblen County Quarterly Court to reapportion itself.
