This is an appeal from a judgment issuing a peremptory writ of mandamus requiring the Mayor and Councilmen of Kansas City to pass an ordinance calling a referendum election involving four utility tax ordinances enacted by the Council as emergency measures on September 9, 1968. We reverse.
