Following an administrative hearing, appellant's license to operate a motor vehicle was suspended under Vehicle Code section 13353 upon the ground that he had refused to submit to a chemical test of the alcoholic content of his blood, breath or urine following his arrest for driving under the influence of intoxicating liquor.
