Plaintiffs allege that the selection of grand jury commissioners and grand jury members in Bexar County, Texas results in an unconstitutional limitation on the number of Mexican-Americans which serve on those two bodies. They further assert that the Texas statutes relating to the selection of grand jury commissioners, as well as grand juries, are violative of the United States Constitution, and request the formation of a three-judge district...
