This class action brought on behalf of gainfully employed welfare recipients in the Commonwealth of Pennsylvania challenges the validity of Regulation 3234.31 of the state's plan for public assistance. The regulation was promulgated by the Pennsylvania Department of Public Welfare on July 1, 1969, in conjunction with the state's continuing participation in the federally-funded Aid to Families with Dependent Children...
