On or about July 20, 1967 appellant applied for an on-premises liquor license for the premises known as The Fiesta, a restaurant located in the City of Kingston. On August 17, 1967 the Ulster County Alcoholic Beverage Control Board disapproved the application, and on December 13, 1967 the State Liquor Authority issued an order disapproving the application.
