Appellant's petition for a writ of mandate was denied by the superior court which also discharged an alternative writ. This appeal follows.

Following World War II, respondent, Housing Authority of the City of Oxnard, took over for low cost housing purposes a wartime-built housing facility located on a 30-acre tract known as "Dale Park" in the City of Oxnard.
