Plaintiff, Charles Townsend, seeks redress under 28 U.S.C. §§ 1331, 1343 and 42 U.S.C. 1983 against police officials of Helena, Arkansas, and the bonding company of Roy B. Ross, Chief of Police of Helena, for an alleged beating while under arrest.
