The plaintiffs seek by this action declaratory and injunctive relief to prevent the State of New Hampshire from withholding approval of and refusing to pass for inspection plaintiffs' 1969 model Dodge Polara and Dodge Monaco automobiles if equipped with an auxiliary lamp called "Super Lite."
