This is an appeal from an order of the Circuit Court of Baltimore City, dismissing the appellants' bill of complaint which sought declaratory and injunctive relief, restraining the appellee, Board of Trustees of the State Colleges (Board) from entering into a contract with a private corporation to provide food service at Morgan State College. The contract, if executed, would have had the effect of rendering unnecessary...
