When this case was previously before this Court we remanded it to the Interstate Commerce Commission for findings whether the services offered in the contract motor carrier application were "transportation services" within the meaning of the Interstate Commerce Act, 49 U.S.C. § 303(a) (15). National Trailer Convoy, Inc. v. United States, 227 F.Supp. 730
