HAMMOND, C.J., delivered the opinion of the Court.

A David, City of Bowie, asserted supremacy of right to build a sewerage system for a portion of the city over a Goliath, the Washington Suburban Sanitary Commission, which had announced its determination to construct the system. In the judicial struggle which resulted it was not Goliath but David who was felled. Judge Mathias concluded that the legislative intent revealed...
