The appellants would have a system of Aldermen at Large elected until the 1970 Federal census figures are available in the place and stead of the plan submitted by the city. Upon a prior appeal in this action, the city was directed to submit a plan for districting its Common Council based on Federal census figures and in conformity with proper standards of distribution (28 A.D.2d 584, 585).
