PER CURIAM.

This is a class action instituted by these plaintiffs representing all members of the Armed Forces of the United States on active duty in Maine but not domiciled here. Plaintiffs seek a declaratory judgment and injunctive relief. The matter is before us on report. The defendant is now Governor of Maine but the action properly proceeds against his successor in the office of Secretary of State.
