This is a patent suit arising under the provisions of 28 U.S.C. § 1498 for the alleged unauthorized use by the United States of a "Sleeve Compressing Tool" (wire-splicing device), as set forth in claims 4, 5, 7 and 10 of the U. S. Patent No. 2,612,932 (hereafter referred to as the "Vinson Patent" or "patent in suit").
